Another great feature in Free Driver Scout is the ability to back up and restore drivers. The program lets you back up some or all of your drivers and then easily restore them again if you need to.
Also included in Free Driver Scout is an extremely helpful tool called the OS Migration Tool. You would run this tool if you’re going to install a different Windows operating system to your computer. It will find the device drivers for the new OS and save them to a custom location, like a flash drive. Device Doctor is limited to downloading just one driver per day. It's designed to find drivers for Windows XP up through Windows 10.

The DriverHub driver updater is really easy to use because it download and installs the drivers for you and has a whole section of the program dedicated to recovery should something go wrong.
The program itself has a clean interface with only a few menu buttons. In the settings are some options for changing the download folder and disabling program update checks.
You can keep things simple and install whatever DriverHub recommends, or you can go into Advanced Mode to pick which drivers to get, to see version numbers, and to install alternate drivers (i.e., a newer driver but not the current version).
The Useful programs section of DriverHub isn't driver related but does include some helpful links to Windows utilities, like Disk Management, Task Manager, power supply settings, display settings, and more.

DriverMax is a free Windows program that can update outdated drivers. Unfortunately, it's limited in a few areas.
In addition to updating old drivers, DriverMax can back up some or all of the currently installed drivers, restore backed up drivers, roll back drivers, and identify unknown hardware.
I found that DriverMax discovered a significantly higher number of outdated drivers than every other program from this list did. I checked the version numbers against the currently installed drivers and they all seemed to be valid updates.

Although DriverMax limits the number of downloads you can perform per day and per month, you can still check for outdated drivers; you're just limited when it comes to downloading the drivers. We talk more in the review about why this isn't as bad of a limit as it might sound.

Carlos, thanks for you reply. My Surface did the Windows 10 1809 update via auto update in early October before MS halted the rollout. I was traveling internationally and didn't try to rollback the 1809 Update until it was too late (over 30 days). I called MS tech support when I returned home. They suggested a clean install of Windows 10 which I did after reformatting the drive. The issue continued. Tech support then told me to take the Surface to a retail store to test hardware and do another full format & reinstall of Windows 10. I did this in December. There were no hardware issues detected . I called tech support again in February they said it must be hardware related but in reading this forum seems to indicate that it is not hardware related. I have no other issues with the PC.
My IT folks want to give me another Surface but being a geek I want to figure this out. My guess it is a display resolution problem. I've tried a forced install of the display driver from the MS support website.
The only non-MS software currently installed on this is Cisco VPN client and Adobe Flash (it's current) and HP print drivers. Since the second re-installation in December I have not added any other 3rd party program/app. The only 3rd party app ever installed on this PC was Quicken taxes 2017 which I did not reinstall after the first rewrite. This Surface in on my company's exchange server and therefore my IT Dept controls permissions via policies. Do you want a screen shot of services?
I will try your link to a rollback of Office 365 later today.
